It is 25 years since teenager Stephen Lawrence was murdered in a racially aggravated attack. An inquiry was subsequently launched into how the case investigating his murder was handled. In 1999 the Macpherson report found that the Metropolitan police were institutionally racist; that is, they failed to give an appropriate service to some groups in society because of their colour, culture or ethnicity.
