A senior police officer has said that people who have been caught viewing child pornography, but who have not directly abused or attempted to abuse any children should not be prosecuted, and should instead be placed on the sex offender register, cautioned and then offered treatment. Currently possession of child pornography is typically punished with a jail sentence.
